Single Work and Residence Permit in North Macedonia

The permit issued for temporary residence for employment purposes represents a single work and residence permit for the foreigner to whom it is issued.
Temporary residence for employment purposes, according to its purpose, is granted for:
- Employment of a foreigner,
- Seasonal employment of a foreigner, and
- Posted workers.
Temporary residence for employment and seasonal employment is granted to a foreigner who meets the aforementioned conditions and for whom the Employment Agency of the Republic of North Macedonia (“Agency”) issues a positive opinion. Upon the submission of the request for obtaining the opinion, the Agency provides an opinion for the period specified by the foreigner in the request, not exceeding one year. If the request does not specify the period of employment, the first opinion will be issued for a period of six months. A positive opinion for the request for temporary residence approval for seasonal employment is issued to the foreigner with a validity period of up to six months, and for seasonal employment in construction up to nine months, only once during the calendar year.. For seasonal work, the employer is required to conclude a fixed-term employment contract with the foreigner.
Temporary residence for employment is granted based on the foreigner’s request, the legal entity with which the foreigner is to conclude an employment contract, or a representative authorized by the foreigner, which may also be submitted to the Ministry of Internal Affairs. Temporary residence for employment will be granted if the Agency provides a positive opinion that the foreigner meets the conditions in accordance with the law, unless otherwise specified by a confirmed international agreement. The opinion is provided by the Ministry of Internal Affairs ex officio. The Agency is obliged to submit the opinion to the Ministry of Internal Affairs within 15 working days from the date of receipt of the documentation. If the Agency fails to act within the deadline, it shall be deemed that the opinion is negative.
Documents required when submitting a request for a single permit based on employment:
- Proof of registration or enrollment in the Central Register of legal entities of the Republic of North Macedonia where the individual will be employed;
- Document proving the foreigner’s identity;
- Justification of the need for employing the foreigner;
- Proof of submission of the request for mediation in employment to the Agency, not older than 30 days;
- Signed employment contract between the employer and the foreigner in accordance with the employment regulations; and
- Proof of appropriate professional qualification or specific expertise issued by an authorized body or institution.
Documents required for posting of workers:
- Proof of registration or enrollment in the Central Register of the Republic of North Macedonia of the legal entity where the individual will be employed;
- Document proving the identity of the posted worker;
- Proof that the posted worker has been employed for at least one year and is registered for mandatory social security with the foreign employer;
- Act on posting workers for temporary work in the organizational unit;
- Contract with the foreign client from the Republic of North Macedonia for the provision of certain services bilingual form for appropriate social or health insurance for posted workers in accordance with confirmed bilateral agreements on social security; and
- Proof of adequate social insurance from the home country or proof of adequate health insurance.
Documents required for seasonal employment:
- a document proving the seasonal worker’s identity;
- signed employment contract between the employer and the foreigner;
- justification for the need for a foreigner’s seasonal work,
Proof of registration or enrollment in the Central Register of the Republic of North Macedonia of the legal entity where the individual will be employed.
