A residence permit is a permit for entry into the Republic of Slovenia and residence for a specified period and for a specified purpose or for indefinite residence.

A residence permit is issued as:

  1. Permit for temporary residence, or
  2. Permit for permanent residence.


A permit for temporary residence is issued for a
specific purpose and for a specific period. A permit for permanent residence is issued without restrictions on the duration and purpose of residence in the Republic of Slovenia. A foreigner who, after meeting the conditions of five years of continuous lawful residence based on a temporary residence permit, obtains a permit for permanent residence, has the status of residing for a longer period, as indicated on the permit label. A permit for permanent residence issued to the holder of the EU Blue Card contains a mark indicating that the holder is a former EU Blue Card holder.

A permit for temporary residence is issued to a foreigner who intends to reside in the Republic of Slovenia for:

  1. Employment or work;
  2. Family reunification;
  3. Studies, education, professional development, practical training, specialization, or participation in international student exchanges;
  4. Voluntary work and participation in voluntary service projects within the framework of the European Union programs;
  5. Other justified reasons based on law, international acts, or international principles and customs, or in the interest of the Republic of Slovenia.

A permit for temporary residence in the Republic of Slovenia is also issued to:

  1. Foreigners who have long-term resident status in another EU Member State;
  2. Foreigners of Slovenian origin up to the second degree in a direct line;
  3. Children of foreigners born in the Republic of Slovenia;
  4. Victims of human trafficking;
  5. Victims of illegal employment;
  6. Victims of domestic violence;
  7. Foreigners permitted to reside in the Republic of Slovenia.

After five years of continuous lawful residence in the Republic of Slovenia based on:

  • a temporary residence permit or
  • a confirmation of the application for the extension or issuance of a new temporary residence permit
  • or a confirmation of the application for the issuance of the first temporary residence permit, which allows the foreigner to stay in the Republic of Slovenia while his application for the first temporary residence permit is being processed,

The foreigner can obtain a permanent residence permit, which is issued without restrictions on the duration and purpose of stay. Family members of Slovenian citizens and family members of foreigners who have a permanent residence permit or refugee status in the Republic of Slovenia can be issued a permanent residence permit after two years of continuous lawful residence in the Republic of Slovenia based on temporary residence permit. The time spent in the Republic of Slovenia for study and professional training is considered as part-time employment. However, time spent in the Republic of Slovenia for seasonal work, as a posted worker, as an intra-corporate transferee, as a daily migrant worker, or as a person with international protection is not considered. 

Once you have been issued a permanent residence permit in Slovenia, you must register your residence in the administrative unit where you reside.

A foreigner wishing to reside in the Republic of Slovenia must have:

  1. A valid travel document, valid for at least three months longer than the intended stay in the Republic of Slovenia;
  2. Adequate health insurance covering at least emergency medical care and services within the territory of the Republic of Slovenia;
  3. Sufficient means of subsistence during the stay in the country, or must otherwise be guaranteed subsistence;
  4. Proof of the intended stay, which varies depending on the basis of the stay.

A temporary residence permit is issued for the time necessary to fulfill the purpose of the stay, and for a maximum of one year. A foreigner holding a temporary residence permit may reside in the Republic of Slovenia until the expiration of the permit's validity period. A foreigner who has been issued a temporary residence permit for a specific purpose may stay in the Republic of Slovenia only in accordance with the purpose for which the permit was issued.

A foreigner holding a temporary residence permit and not requiring a visa to enter the Republic of Slovenia may stay in the Republic of Slovenia for up to 90 days after the expiration of the residence permit, unless they are required to leave the Republic of Slovenia based on a decision of the competent authority.. 

A foreigner may begin to exercise the right to reside in the Republic of Slovenia based on a temporary residence permit from the date of receipt of the residence permit. A temporary residence permit can be extended under the same conditions under which it was issued. A foreigner must submit an application for the extension of the permit to the competent authority in the Republic of Slovenia before the expiration date of the permit.

Against decisions and decisions rejecting, dismissing, or suspending the application for the extension or issuance of a temporary residence permit, the foreigner may file an appeal within 15 days from the date of receipt of the decision or ruling. Temporary residence permits issued in the process of extending or issuing further temporary residence permits are delivered personally to the foreigner or their legal representative at the competent authority that issued the permit, or by mail. The method of delivery is chosen by the applicant when submitting the application for extension or issuance of further temporary residence permits.
