Permanent residence is granted to a foreigner who has resided continuously in the territory of the Republic of North Macedonia for at least five years prior to the submission of the application for approval of permanent residence based on an approved temporary residence permit. Permanent residence is also granted to a person under international protection who has resided continuously in the territory of the Republic of North Macedonia in accordance with this status for at least five years prior to the submission of the application for approval of permanent residence.
A foreigner residing in the Republic of North Macedonia will not be granted permanent residence based on a temporary residence permit issued for:
- Seasonal workers, daily migrants, displaced workers, or workers sent by service providers for the purpose of cross-border service provision;
- Education or studies;
- Participation in international student exchange programs;
- Specialization, professional training, or practical training;
- Volunteering;
- Scientific research.

Permanent residence is granted to a foreigner and a person under international protection who:
- Has continuously resided in the Republic of North Macedonia for five years up to the moment of application submission;
- Has stable and regular means of living, without using social assistance;
- Has accommodation or means for accommodation;
- Has health insurance;
- Has not committed a criminal offense punishable by imprisonment of at least one year during the last five years prior to the submission of the application for permanent residence;
- Does not pose a threat to public order, public health, national security, or international relations of the Republic of North Macedonia; and
- Speaks the Macedonian language to such an extent as to easily communicate with the environment.
The Ministry of Internal Affairs decides on the application of a foreigner for approval of permanent residence in the Republic of North Macedonia by a decision, no later than within four months from the date of submission of the application. The deadline may be extended, but not exceeding three months. The foreigner has the right to appeal against the decision within eight days from the date of receipt of the decision to the State Commission for Decision-Making in Administrative Proceedings and Proceedings from Employment in the second instance. An administrative dispute may be initiated before the competent court, in accordance with the law.
