Citizenship is a special legal relationship, permanent in its character, which exists between the state and an individual. Based on citizenship, a person acquires the status of a citizen of the country which grants them all the rights of that country but also imposes certain obligations upon them.

Acquisition of Croatian citizenship by naturalization

The application for acquiring Croatian citizenship by naturalization is submitted in person to the police administration or police station according to the place of approved temporary or permanent residence. Exceptionally, if the applicant has a disability, the application may be submitted through a legal representative or authorized proxy. If the applicant does not have approved temporary or permanent residence in the Republic of Croatia, the application for acquiring Croatian citizenship by naturalization is submitted through the diplomatic mission or consular office of the Republic of Croatia abroad.

For different grounds of acquiring Croatian citizenship, other documents should be provided, such as:
Members of the Croatian people provide documents proving their previous national affiliation in legal transactions - e.g., original or certified copy of employment record book, military record book, certificates, index, extract from birth, marriage, etc. Affiliation with the Croatian people is also proved by providing evidence of the protection of rights and advancement of the interests of the Croatian people and evidence of active participation in Croatian cultural, scientific, and sports associations abroad. If applicants claim affiliation with the Croatian people of their parents, they must submit evidence confirming the national declaration of their parents.
Emigrants: A certified copy of a travel or other public document based on which the person emigrated from the Republic of Croatia abroad. If it concerns emigrants' descendants, proof of kinship with the emigrant should also be provided.
The procedure for acquiring Croatian citizenship is conducted by the Ministry of the Interior at its headquarters.
