Request for Admission to the Citizenship of the Republic of Serbia for Members of the Serbian People Article 23 of the Law

A member of the Serbian people who does not have residence in the territory of the Republic of Serbia has the right to be admitted to the citizenship of the Republic of Serbia without renouncing foreign citizenship, if they have reached the age of 18 and have not had their legal capacity revoked, and if they submit a written statement that they consider the Republic of Serbia to be their state (Article 23, Paragraph 1 of the Law).
To submit the application, the following is required:
a) Extract from the birth registry (for persons born abroad, it is necessary to attach the original extract from the birth registry of the country of birth, as well as for children if they are included in the application);
b) Certificate of citizenship;
c) Extract from the marriage registry;
d) Copy of a document with a photograph (passport or ID card);
e) Signed statement that they consider the Republic of Serbia to be their state;
f) Consent of a child older than 14 years;
g) Extract from the criminal record by place of birth;
h) Proof of Serbian origin, if necessary, is proven by a public document where the fact of belonging to the Serbian people is recorded or some of the documents in which the person or their ancestor identified themselves as a member of the Serbian people;
i) Payment receipt generated on the eGovernment portal.
Under the conditions of Paragraph 1 of this Article, a person born in another republic of the former Yugoslavia who had the citizenship of that republic or is a citizen of another state that emerged on the territory of the former Yugoslavia, and who resides in the territory of the Republic of Serbia as a refugee, expelled or displaced person, or who fled from the territory of the Republic of Serbia to a foreign country, may be admitted to the citizenship of the Republic of Serbia (Article 23, Paragraph 2 of the Law).
To submit the application, the following is required:
a) Proof of refugee status (valid refugee identification);
b) Extract from the birth registry (for persons born abroad, it is necessary to attach the original extract from the birth registry of the country of birth);
c) Certificate of citizenship of another state that emerged on the territory of the former Yugoslavia or the republic that was part of the former Yugoslavia;
d) Extract from the marriage registry; e) Copy of ID card or other public document; f) Signed statement that they consider the Republic of Serbia to be their state (on the prescribed form);
g) Payment receipt generated on the eGovernment portal.
Note: The competent authority, with the consent of the applicant, may obtain data from official records:
- About the personal status of citizens (birth registry, marriage registry, and death registry),
- Records of citizens of the Republic of Serbia – a certificate of citizenship of the Republic of Serbia,
- As well as other data necessary for decision-making from other official records maintained by the competent authorities of the Republic of Serbia.
If the applicant wishes, they can obtain the mentioned documents themselves and attach them to the submitted application.
